The programme is sequenced so that governance maturity rises with each phase rather than arriving all at once at handover.
Maturity rises from ad hoc at stage one to a continuously operating programme by stage thirteen. Stages one to four move from ad hoc toward defined, stages five to nine from defined to managed, and stages ten to thirteen reach continuous operation.
